By ROSS MEEK Despite objections by Ald. Joan Gadsby and Craig Clark, district council voted to proceed with detailed engineering drawings for phase one of the controver- sial park plan. Ald. Joan Gadsby In the same motion, council requested drawings for the realignment of Rockcliff Road and asked staff to negotiate the reloca- tion of a bus lay-by on Ban- bury. The Panorama Deep Cove park plan is a comprehensive project designed to upgrade the Deep Cove area in three phases. . Gadsby lashed out at district staff for their poor management of the consul- tant’s contract. “It’s wholey lacking,”’ said Gadsby. ‘I’m disap- pointed with the contract management of the Deep Cove study.” _ Ald. Ernie Crist defended staff's actions. ““Council has to accept the blame for this schemozzie,"’ Crist said. ‘‘In view of the ineptitude of this council, it is amazing the staff kept this plan together at all." Both Gadsby and Clark stated that a traffic study should be completed before detailed drawings are under- taken. “*I don’t see where (the traffic study) will be done at all if we go ahead,’ said Gadsby. Council had rejected the idea of a traffic study at a previous in camera meeting. Clark reiterated Gadsby's concern about traffic, saying potential problems at the the boat launch and the base of Gallant Road hadn’t been properly investigated. “IT can’t support phase one without a traffic study,”’ said Clark, “‘especially when we are spending $45,000 on planning.”’ Despite these complaints, the majority of council said it was time to get on with the project. “It’s a compromise at best,”’ said Ald. Stephen McMinn, who added that a further traffic study would be redundant. ‘*The consultant said there was no point in gathering more data,'’ McMinn said. “He said he didn’t know what he could do with it.” McMinn was not only happy to go ahead with phase one but also phase two if the rest of council wished. Baker said she was sup- portive of linking the parks and believed moving the bus stop would relieve legitimate concerns from residents. Deep Cove Residents Association spokesman Brenda Austin said council's decision is a ‘‘compromise we can live with — provided it happens.”’ Austin’s main concern is moving the bus lay-by from its preseniily proposed loca- tion on Banbury Road. If that is done she predicts the traffic congestion will re- main roughly at the present level.
