The two ridings are remarkable in that they're both made up of voters with the highest average incomes, highest pp of university degrees and highest average age in the province. However, there are important differences as well, West Vancouver- Capilano includes the British Properties, Ambleside and the western portions of North Vancouver District, including Capilano Canyon and North Lonsdale. West Vancouver- Garibaldi is far more diverse, encompassing all of West Vancouver west of -22nd Street and including Bowen Island, Lions Bay, Britannia Beach, Squamish, Whistler and the Pemberton Valicy. There is a strong Liberal tradition in the region, dat- ing back to the 1950s and ‘60s, but voters here sup- ported Socreds in the ‘70s and ‘80s, so neither Capilano nor Garibaldi can ‘be taken for granted. He is obviously counting ona strong party vote to send him back to Victoria — since he can’t be depend- ing on his record. Known in the legislature as “the milquetoast MLA.” Dalton has often behaved as if he were serving as a par- liamentary secretary to vari- ous NDP ministers, rather than as an opposition watch- dog. On other occasions, he has just plain baffled most observers. Social Credit Party on May 21 erroneously suggests that I do not support the Criminal Records Review Act. In fact. as Hansard records clearly show, I voted in favor of the act. On June 21, [stood before the house and raised legiti- mate \oncerms about Bill 26. These were serious concerns of legality shared by David Flaherty, the Freedom of Information and Privacy Commissioner. Mr. Flaherty pointed out that there were significant pri- vacy and liability issues involved regarding the proposed Criminal Records Review Act. As the official Opposition Critic for Justice, I presented an amendment that the act be referred to the Select Standing Committee ‘on Justice, Constitutional Affairs and Intergovernmental Relations. At no time did I fail to support the excellent intentions of the bill. / But there was a need to address real concerns voiced by Mr. Flaherty, CUPE, the B.C. Civil Liberties Association and the Principals and Vice-Principals Association — to name but a few.
