LAST MONTH Los Angeles enacted a citywide ban on
smoking in restaurants, The new law protibits smoking
in more than 7,000 restaurants, although it exciudes bars,
lounges and outside dining areas. Interestingly, during
the same week that the smoking bun (ook effect down in
L.A., Mary Collins, MP for Capilano-Howe Sound, an-
nounced that larger, stronger warning labels would be
put on all Canadian cigarette packages beginning next

the package — will put Canada at the forefront in enfoz-
cing the world’s toughest anti-smoking warnings. But will
warning labels discourage people from smoking? Not
likely, particularly when most people are already well
aware of smoking’s deadly consequences. What will
discourage people from smoking are laws that prevent
them from lighting up in the first place.
