A1l6 - Wednesday, December 12, 1984 - North Shore News BARLYNN CRESCENT Residents battling group home plans THE ESTABLISHMENT of group homes in the District of North Vancouver came under fire al Monday’s Council meeting when a group of res dents complained about the setting up of a group heme for mentally handicapped adults on Barlynn Crescent without prior notice to local residents. Speaking on behalf of the L-yan Valley residents, Gerry Lane told Council although they agree the North Shore Association for the Mentally Handicapped is a good association, they are con- cerned about the proximity of the home. He said with parking pro- blems already being exper- enced on the street as a result of the home, residents were also anxious about a second group home — on 2230 Mountain Highway — which has been established only a block from thetr neighborhood. Bylaw changes were made in 1978 which permit the establishment of small- scale group homes tn all res- idential areas. Social planner lLenna Jones said in a report the muntcipal regulation of group homes is done through the definition sec- tion of the Zoning Bylaw which allows a family to live in any dwelling unit in any residential zone. The definition of family includes a group of not more than eht unrelated people occupying a group home, ot whom no more than six can be persons with special needs. Jones said this detint- tion indwates such a home can be established by a pov- ernment body or charitable Organization to house people with mental or physical disabilities or semors A second ‘‘family’’ defin- tion apphes to any five unrelated persons Occupying a dwelling unit Said Jones: “Since these definitions came in torce in 1978, there 1s no municipal approval process if a group wishes to establish a home falling within either defini- tion of family.”’ However, the actual licen- sing of group homes is done by the provincial governm- ent under the Community Care Facthty Act. They are administered in the District by the North Shore Health Department. Ald. Stephen McMinn moved three resolutions in connection with the group home issue, including the recommendations that the Barlynn Cr residents be given an explanation of the District’s policies and expe- rrences with group homes, and that the North Shore Health Department be re- quested to urge each group applying for group home heenses to conduct a public relauons and = information campatgn in the neighborhood of the pro- posed home.
