Each one offers to “create” jobs under the Section 25 program, partly funded through Canadian Jobs Strategy (CJS). . Section 25 proposals aim to help people on Ul maintain and develop their skills between jobs. The programs tend to be short term in nature but some © groups indicate in their applications that the jobs could become permanent. Questions | ponder while reviewing these applications include: (1) Would a, majority of taxpayers be likely to approve this proposal? (2) lf a permanent job results from the - short term subsidization: of | this emptoyer will it be a private sector Job or a publicly funded job? . ; {3) Is this @ subsidy of the activities of a special interest group? (4) Could the employer create the job by obtaining the funds from some other source? WHO APPLIED? | always try to show Section 25 pro- posals on a random basis to as many people as | can before | advise CJS of my decisions, Although this is not a sci- entific polling method it does give me a cross section of opinions about these government job creation programs. Here is a brief summary of the five secent applications: (1) Wild Bird Trust of 8.C. wants $33,871 for 1 Supervisor and 5 Field Technicians to build a 700 metre trail through Maplewood Flats. | turned this down as the jobs do not lead to feng term employment in the private sector and the work could be done by volun- teers. (2) Lower Lonsdale Business Association (Tel. 980-8571) wants $11,754 to hire 3 people to beautify Lower Lonsdale by building planter boxes and temoving graf- fit, | feel they should lobby North Vancouver City Council to use municipal taxes, rather. than.
