MarLBox THREE iMPORTANT GOALS MP answers GST questions Dear Editor: I would like to thank you for this opportunity to respond to the doubts that Mr. John Bunch, President of the Save Canada Campaign raised regarding my comprehension of the Goods and Services Tax (GST). The GST is an integral part of the government's agenda for secur- ing Canada’s economic future. It will achieve three important goals. First, the GST will improve the overall fairness of the tax system. Lower and modest-income Cana- dians will be better off once the GST is in place. Families earning less than $30,000 per year will pay less tax. Three quarters of families headed by seniors or single parents will have more after-tax income. The sales tax credit that is now payable annually will be paid up front, in advance, four times per year. The new GST credit will be set at $190 per adult and $100 per child, with a supplementary credit of up to $100 for single adults maintaining their own household. Second, the GST will make the Canadian economy more com- petitive. The present federal sales tax damages Canada's ability to compete with foreign-made pro- ducts. It taxes Canadian-made Products more than imports. We are the only industrialized country in the world that puts itself at such a disadvantage. It is clear that the offshore manufacturer has an ad- vantage. Further, when a Canadian man- ufacturer selis something, he has to add in all of the sales tax he cur- rently pays on overhead. While he does not pay sales tax on what he sells, if he sells it as an export, the Mon-smokers vecal Dear Editor: "Tis a sad day for journalism when an addicted smoker like Barbara McCreadie is permitted to use a travel column to vent her anger at the rights of non-smokers (Dec. 31). The government’s latest smoking ban on Canadian aircraft only reinforces the health hazards of environmental tobacco smoke to non-smokers. Lest Barbara forget, non- smokers represent 80 per cent of the population. If a referendum were held today whether or not to abolish tobacco, the tobacco in- dustry would be the losers and non-smokers and smokers alike would be the winners. By the way, Barbara, you would like to know why non-smokers are more vocal than smokers — "because we have not lost our voices to laryngeal cancer? In that sense, the current federal sales tax is anti-Canadian. By im- plementing the GST it has been estimated that the resulting eco- nomic expansion will create an ad- ditional 60,000 new jobs in all employment sectors by 1992, and the unemployment rate will fall by 0.3 per cent. In order to assist small businesses in adapting to the new tax, the government has exempted electronic point of sale and related inventory control equipment from the existing Federal Sales Tax. In addition, a one-time tax credit of $1,000 will be available to help businesses defray the cost of the transitica. Although the exact documenta- tion a business is required to keep varies with the amount of the pur- chase, there will be no information required which businesses do not already keep for income tax pur- poses. Those businesses with an- nual sales of under $30,000 will have the option of whether or not they wish to register to collect and p2y the GST. There are no firm Statistics on the number of businesses this would represent since a number of the affected enterprises tend to be of the seasonal variety such as student lawn cutting services. The GST will ensure that we can continue to pay for programs and services Canadians value.
