8 - Sunday, June 7, 1987 — North Shore News Mailbox. ‘WE WILL HAVE WAR’ Bills 19, 20 slammed Dear Editor: Not only labor and teachers but also British Columbia municipalities are concerned about bills 19 and 20. When ‘Smiling Bill’’ was elected, he promised to turn over a new leaf — consultation instead of confrontation, he spouted. Give municipalities more power — they are closest to the people and they need it, he said. But with Bill 19, he is blowing this promise to hell and with a vengeance. Any kind of autonomy municipalities have had in bargain- ing with their employees is gone. Under the proposed act, municipalities will be puppets helplessly dangling from the paws of a Vander Zalm-appointed commissioner and his agents who will have unlimited power to in- terfere in every aspect and at every stage of negotiations and be responsible only to Vander Zalm. Bill 19’s explicit purpose is to destroy the free collective bargain- ing process — to destroy the trade union movement, eliminate all social benefits, drastically reduce wages and eliminate all decent working conditions. This bill makes a mockery of collective bargaining. With Bill 19, Vander Zalm is, in fact, handing municipalities a bag of snakes, with heaps of trouble in the wind. There is no way that the unions can live with this piece of “turn back the clock”’ legislation. If Bill had attended a respectable school of economics, he might have learned that it was labor with its rebellious spirit, by fighting for higher standards, that ushered in the industrial revolution and, along with it, prosperity. Now Vander Zalm wants to turn the clock back to suit his warped and ignorant perception of what this country is all about. Instead of making labor a partner in a social contract for everyone's benefit, he has hurled down the gauntlet to destroy not only hard-won gains but labor’s dignity as well. As for municipal autonomy, that will be all but wiped out. If that monstrous piece of legis- lation is not withdrawn, it will herald the end of labor peace, in- cluding at the municipal level. In- stead of people who tale pride in their work, we will have a hostile, resentful and antagonistic workforce. Where we hive peace, we will have war and we can thank Bill Vander Zalm and his Fraser Institute advisers for it. What Vander Zalm is doing to this province makes Attila the Hun look like a Red Cross volunteer!
