According to the staff report, the District's policy has been to recover as close to 100 per cent of its operating costs as possible, with: allowances made for activities not directly related to the issuance of permits for which fees are collected. In West Vancouver, where the objective is 85 per cent, the 1984 recovery amounted to 37 per cent, while North Vancouver District. managed to recover 93.3 per cent of its 100 per cent odjective.
