AlO - Friday, September 14, 1984 - North Shore News THE RESULTS of a reveal how child care can be improved in Canada. The report, of interest to those parents of afl in- come levels who are demanding that quality, affordable child care be made available, will also include recommendations on who should pay for child care. Arlene Gladstone is the Executive Director of the North Shore Family Services. Margie Goodman is a North Vancouver School District Trustee. By JOANNE MacDONALD government task force will, ‘“‘Neither the board of directors or the agency has a policy specifically on child care, but we recognize there is a lack of quality child care. For parents who work, good child care is essential for children. The agency’s ‘goal is to enrich family life ‘and, as a result, we feel there yhould be a commitment from all facets of society to provide this. ‘*‘There should be a part- nership between gov- ernment, labor, parents and business to pay for day care. And since statistics have shown more parents" are working these days, especial-- ly mothers with children under the age of six who are in the workforce rather than at home with their children, some quality, affordable child care is necessary. ‘*Day care should be made available to both = single parent and two-paycheque “There is a lack of quality child care.” families, but there would have to have different finan- cial arrangements in those cases. It depends on the in- dividual income levels. As for fulltime parents staying at home who might use day care, it would have to de- pend on their needs. ‘“*As far as the pupil- teacher ratio is concerned, it depends on the age of the child. If it involves infants, they should be in groups with a smaller ratio than the older kids’ groups. The older kids are used to playing in larger groups with several children. ““I would have to disagr that day cafe has become-i middle class or high class commodity. Up to now, the governments have only fi- nanced day care for people who are poor or on welfare. But they haven’t yet taken into account those parents who have held down jobs and used day care, as well.” “I don’t think at this point, with our economy the way it is, that we can afford comprehensive day care. So many things are free in society. It’s made too easy for ople. We definitely need good day care and rules and regulation should be met regarding day care. But we're becoming a womb to tomb society, in that people’ believe the government will look after them no matter what. ‘‘What we're lacking m this country is for people to be motivated to find their own resources. If day care is provided and paid for by the provincial or federal gov- ernment, that’s giving a real kick to free enterprise. 1 don’t think the government can run anything cheaper than free enterprise can. We're always getting mixed up in red tape and bureaucrats. **The user-pay system is ‘‘The user-pay system is adequate.’ adequate for day care. If this is supposed to be a free enterprise systém, day care should be paid for by the people using it. There could be a subsidy in the case of people on welfare, but only if these people are out learn- ing new skills. Such cases should be carefully monitored. At this point, some research should be done on comparative costs of day care and just what percentage should be paid to # NEWS photo lan Smith VANCOUVER-BOUND MOTORISTS had their rush hour disrupted cven more than it has been by heavy traffic when a motor vehicle accident on the Stanley Park Causeway backed up traffic early Wednesday.
