Head of North Van RCMP Drug Section, Sergeant Norman Leibel, said the bust broke open the trafficking ring right to the importing stage of the drug, believed to have been manufactured in San Francisco. The undercover operation began in the first week of November, he said and involved surveillance, wire tapping and drug purchases. “We kept climbing the ladder, from street level, through five different levels, to the importer,” he told the News. Members of the North Van drug section worked on the case throughout November and December. before calling in undercover operators from RCMP headquarters in Vancouver for assistance. Vancouver took over control of the operation in January. “We had about a dozen men working on ww from January,” he said, “with lots of surveillance.” The first purchase by police was made November 10in North Vancouver when an undercover operator bought’ 1,000 “hits” for $1,050. “We were able to obtain intelligence which directed our operator to a North Vancouver address where the purchase was made.” said Leibel. Charged as a result of that alleged deal are Peter Chutter, aged 22, of 270 West First Street, and Alex Peter Horsburgh, 26, of 774 East Ninth Street. The RCMP operator let it be known he was in the market for larger purchases of LSD and progressively worked his way up through the drug hierarchy. Leibel said: “What put an end to all this was that at 9 p.m. Sunday the operator received 22,500 hits in North Vancouver in a parking lot.” Charged as a result of the alleged deal are Chris Lundquist, aged 30, or 1640 Eastern, and Peter Chutter. ‘ Leibel said no cash was handed over for the LSD, which was “fronted” for testing purposes on a trust of payment basis. This was the reason the raids were ordered, Leibel said. “We had no intention of purchasing that amount, in the area of $15,-16,000, and decided to end it there,” he said. “We knew we had gone as high as we could go here.” Warrants had already been drawn up while the investigation was nearing its end.
