Bearing in mind that the original locating of Hooker Chemical Co. in its present location was done under protest by local residents at that time and the council of that time allowed a dangerous industry to locate in this location, the following councils, more particularly the majority of the present council allowed further residential development in very sen- Sitive areas. Obviously its time council decided once and for ail which they want. High profile dangerous industry or environmentally safe in- dustry in keeping with quality residential en- vironments instead of the haphazard mix that council appears to lean towards. I never even knew they manufactured chlorine at Hooker Chemicals Co. Incidentally, if there was a spill no one has any control (this statement was included in the petition that was circulated), and that children from Vancouver were being imposed on our District. The residents of this area were alarmed, fearing that these children may be destructive, that their own children would be adversely affected, that the neigh- bourhood would deteriorate, and that property values would decline. over prevailing winds or the area a chiorine cloud could cover. One of the most disconcerting aspects of a spill is there is no escape for most residents of Seymour or Maplewood as Hooker sits right at the exit. It is stated in Beak, the chance of a chlorine spill and a resulting cloud is small, but nevertheless the residents are taking an in- voluntary risk and it must be . viewed with concern. To quote Mr. Walkiey of the CHEMICAL HAZARD ALERT COMMITTEE, “Perhaps Hooker is in the wrong place at the wrong time.” J have a right to peace of mind and a right to feel safe in my own home. S.L. What does stand out is that the Ministry of Human Resources had no business going ahead with such a project without consulting District Council or the residents of this area. If the whole matter had been thoroughly explained right from the beginning, all this trouble may have been avoided. My position is that I strongly believe that we have a responsibility to our children that we should not evade or try and sluff off to some other municipality. | must also guite frankly say that I do not agree with those who want a guarantee that none of these children have “ever been before the courts for reasons of delinquency.” Let’s not forget that almost every street in our District has some children who have got into trouble and many of them come from homes.” However, I do believe that no such group homes should be established without the consent of the residents of the neighbourhood or without the consent of our District Council.
