The Royal Canadian Mounted Police have not accepted further volunteers to their auxiliary forces since the moratorium was imposed out of concerns for liabilities, insurance coverage, classification, training standards and authority. "But to me, helping your neighbour , is the best, really, you can, do.”. - According to Jaycee: Program Chairman Neil MacLean, there are more than 1,100 auxiliary con- stables in 120 detachments throughout B.C. In 1978 the volunteers saved the force more than $4 million through working 229,000 hours. Another strong supporter was Alderman Stella Jo Dean, long known for her involvement with local crime-prevention efforts. “A police presence, whether regular or auxilliary, I think is a real deterrent to crime,” she said. Said Mayor Jack Loucks: “Td rather have a police auxiliary than the Guardian Angels, who could be a real problem.” The auxilliary constables’ main purpose is to assist “regular members” of the force in the execution of their duties. These may include school and park patrols, crowd and ticketing, making arrests, attending court, carrying firearms and general police duties. Loucks said he understood that at the time of the moratorium . there were concerns that the volunteers were acting more like full- time police officers. But Dean said -that the: biggest concern was insuring the volunteers, and a talk with B.C. internal security head Robin Bourne con- vinced her that insurance was a “small problem”. Loucks also found time to praise the efforts of local volunteers. “{ think there is stil] a lot of volunteerism in the community in other areas,” he said in general rebuttle to Hall’s earlier remarks.
