Bur when the final nail is hammered in smoking’s coffin in the municipality, restaurant own- ers want all businesses to become non-smoking at the same tinte. Recently a group of restau- rant, hovel and pub owners asked West Vancouver council for an amendment to a bylaw now before council. ‘The amendment would cut the non-smoking area in pubs and cabarets to 30% from 70%. Under the group's proposed amendment, restaurants would remain at 70% non-smoking until Dec. 31, 1997, The fetter also asks for the amendment to be reviewed annually. Under the bylaw, which has received third reading by West Vancouver council, all drinking and eating establishments will be 80% non-smoking in 1998, 90% non-smoking in 1999 and. fully non-smoking in the year 2000. Geoltrey, Howes, the opera- tions director of the Salmon House on the Hill restaurant, applauded West Vancouver's stab atanew bylaw. But he added that under the bylaw now before council, restaurants must jump from 50% to 70% non-smoking while pubs, hotels, and cabarets must go from an “unreasonable” 0% to 70% non-smoking. “E believe all bylaws have to be practical, and workable,” Howes said.
