READY TO EATT “ 7 PLUS MANY, ~ IN-STORE — “SPECI Ls” NVD politicians want better rules to regulate spray Martin Millerchip Contributing Writer miller@nsnews.com NORTH Vancouver District Council supported Monday a move that could limit the cur- rent easy availability of pepper spray. Oleoresin Capsicum Spray (or O.C,. Spray) is already a “prohibited weapon” as defined in the Criminal Code. But according to North Vancouver RCMP Insp. Gordon McRae an order of that added any ei spray, “powder or other sub- stance that is capable of injuring, immo- bilizing or otherwise incapacitating a per- son...” eaves a loophole in the law. Pepper spray can legally be sold for use against animals. McRae said police are concerned that the spray has been used in armed rob- berics, in cases of road rage and against a teacher on a school bus. Coun. Janice Harris agreed that pep- per spray is too easily bought. “I was on Lonsdale and there was this sign on a little grocery store for pepper spray. This is absurd,” said Harris. But Coun. Glenys Deering: Robb said she has serious objections to the poten- dal loss of a personal defence weapon on the end of a key chain. here’s human animals out there. It’s scary out there. It ain’t much ... but you're taking away everything we've got,” said Deering-Rabb, T r Carolan also opposed ce said the only two cases he had seen involving pepper spray were a “grim” robbery in West Vancouver and “police officers hosing down (U.B.C.) students with this stuff with a gusto that (‘ve only seen in police states in the Third World.” Councit voted 5-2 to ask the Federation of Canadian Municipalities ta request the federal government to better regulate the prohibition of pepper spray. Regional water projects delayed A decision by the Greater Vancouver Regional District’s (GVRD) directors to postpone millions of dollars worth of North Shore water projects has left at least one local politician smiling. Bowen Island rep tive Richard Littlemore he’s pleased a $125-million Seymour filiration plant and a primary disinfection system at Capilano have been put on the back burner for one to chree years. Littlemore said Monday that the delay allows the GVRD to avoid a further spike in taxes that will rise due to money spent on a massive sewage treatment program. It also gives the GVRD time to decide how to pro- ceed with the delayed water projects. Littlemore said that discussion could include pri- vate-public partnerships and other financing — arrange- ments. And, he added, the GVRD can look at all the issues facing the GVRD rather than water projects in isolation. He said the $125 million could be spent on something such as air quality “which would have a much bigger impact on quality of life and public health than this infini- tesimal increase in the safery of a water source that is already very safe.” Other municipalities, such as North Vancouver City and District, argue it’s time to get on with the water projects so thar Vancouver water can be improved to meet B.C. and Canadian standards.
