Most of our investigators have had experience as deep-sea cuptains, or marine engineers, some are naval architects, and others have extensive fishing vessel expe- rience. it is these officers, who have made the murine indus- try their professions, who conduct investigations inte marine occurrences, Itis their job to conduct independent investigations ef occurrences like the collision between the Thantpson (sic) and the Moonglow, in order to determine causes and contributing factors and to identify safety deficiencies, if any., It is not their job to assign fault or determine civil or criminal) liability. Our Vancouver office is staffed with a cross-section of required disciplines in order to accomplish these tasks on the West Coast and, in so doing, they must regularly con- tact members of every level of the commercial and fish- ing industry. To indicate that they have a military background is both false and unfounded and such information can prove extremely harmful to our future efforts in trying to improve maritime safety.
