Temporary use granted despite objections A PROPOSAL to temporarily house an alternative school in an unused area of the North Shore Winter Club (NSWC) was approved Monday by North Vancouver District Council in a 5-2 vote. According to the school’s director Richard Bolus, the Mulgrave School _ is co-educational, non-denomination- al and has no particular philosophy such as Waldorf or Montessori. It presently teaches grades one and two in a portable classroom on the. grounds. of West Vancouver Unitarian Church. The move to the NSWC would allow the school to expand its teach- -ing program from kindergarten to Grade 4 in September 1995. That would result in an_ initial schoo] population of 75 to 85 chil- dren. The enrolment is expected to “expand by.15 children a year over a three to four-year period, But at a public hearing last week council was given a petition contain- ing 95 ‘signatures of. residents at Carlton-at-the-Club and a request to reject the zoning amendment that will allow Mulgrave School to utilize part of the vacant upper floor of the NSWC’s south wing. Bob Resch told council that the signatures were collected in a two- hour period. The Carlton’s residents were virtually unanimous in their rejection of the school concept. Resch said apartment owners at the Carlton had chosen the complex for less traffic, a seniors-oriented atmosphere and recreational opportu- nities. “There’s no argument diat there needs to be a school, but I couldn't think of a worse place to put one in?” said Resch. But the majority of council applauded the temporary use of space -although several acknowledged the need to adequately control the drop- off and pick-up of children by car. “There's no question that Mulgrave School is an excellent school, but it is not a neighborhood school. It will be a nightmare to drop these children off" said Coun. Emic Crist. Coun. Don Bell echoed the con- cers of Carlton residents when he voted against the zoning. Said Bell. “f- have a concem that the temporary use could not be enforced.” Residents like Ann Barclay say they are skeptical about temporary use. telling us this is temporary. However, Bolus pointed out to the hearing that the zoning amendment proposed will Jimit the available space at the NSWC and ensure that the school runs out of space in three years, Bolus also insisted there was ade- quate parking available in the com- plex's underground parkade and that the school would not impact signifi- cantly on traffic patterns in the area.
