Vehicle inspections tighten on rebuilds IT’S GOING to get harder for t unscrupulous operators to hide a shoddily rebuilt or stolen motor vehicle after Oct. 15. An action plan aimed at enhancing motor vehicle safety inspections and tightening up the vehicle registralion process is now being implemented. . “This follows through on com- mitments I made last February to crack down on auto fraud and theft,” said Transportation and Highways Minister Jackie Pement. “It also reflects government’s com- mitment to safety on B.C.’s high- ways.” -The plan was developed by ICBC and Motor Vehicle Branch _ 1 Working in consultation with the auto industry and law enforcement agencies, and includes three initia- tives: @ Enhanced Motor Vehicle . Branch safety inspections for rebuilt vehicles will be implement- ed. This will include a comprehen- sive evaluation of structural condi- tion carried out by qualified pri- vate sector auto body technicians. @ A vehicte identification number (VIN) check will be done at the same time as a safety inspection to ensure it has not been tampered with to hide a stolen vehicle. & Audits of inspection facilities and AutoPlan agencies that handle vehicle registrations will be increased to ensure that ali proce- dures are being followed properly. Other licensing issues being tar- geted by the government include: * mandatory safety inspections for used vehicles being registered in the province for the first time; * tougher penaities for anyone con- victed of contravening Motor Vehicle Act regulations specific to inspections of rebuilts and registra- tion of imported vehicles; and * a universal vehicle registration system across Canada Inspections are carried out by 6,044 authorized private sector inspectors in 1,600 licensed facili- ties around the province.
