District flatly blocked a
bid by City to pave a
stretch of roadway
lying between Jones
and Mahon Avenues.

And if the bureaucratic
tussle is not settled to Mayor
Jack Loucks’ | satisfaction,
then provincial clout from
the highways ministry will be
sought by City to resolve the
roadwork melee.

City is seeking permission
from District to commence

paving on 29th Street, which
‘also happens to be the inter-
municipal boundary
between the two
municipalities. The boun-
dary line runs down the cen-
tre of the 66 foot road
allowance.

On District’s side the road
is asphalt paved, but on
City’s section only gravel
covers the surface.

In early August, however,
City municipal crews began
pavement construction work
on their portion of the street.
But shortly afterwards
District staff ordered con-
struction halted because
north-side District residents
objected to the proposed

road. extension along 29th -

tion to City council inform-
ing its members that permis-
sion from District to con-
tinue the paving roadwork
connecting 29th Street to
City’s boundary was denied.
Upset by District’s deci-
sion banning paving, Loucks

fired back a letter (October

20) to District which in-
timated threats of provincial
action to resolve the impasse
between the two
municipalities.

. “This problem (traffic) is
caused by motorists who

persist in using the City’ 'S sec-

tion of 29th Street,” argued
Loucks in a letter to District
council.

He added that even
though “it is blocked off by a
barrier, they (drivers) either
drive over the low bank or

remove the barrier to gain
access.”

Loucks urged District
politicians to reconsider and
take “a third look at the pro-
blem.”

District council, mean-
while, stuck fast to their
original decision despite
warning of provincial in-
tervention and possible ar-
bitration in the matter.

Alderman Jim Ball
remarked: “I get a little
upset when we're (District)
threatened.”

According to the
Municipal Act, when a
dispute concerning inter-
municipal boundaries erupts
between adjoining
municipalities either relating
to use, location, function,
maintenance, repair or im-
provement of a road cross-
ing, then the transportation
and highways ministry can
resolve the dilemma.
