council must continue to -
examine each request to
convert a duplex to a strata
unit on an individual basis,
after being unable to decide-
on a unified policy con-
cerning duplexes.

Last Monday, council
voted down a motion to
apply the three per cent
vacancy rate criteria to
duplexes, but council also
voted against a motion not to
apply the vacancy rate
criteria. .

The City currently has a
policy of rejecting all strata
conversions in rental
buildings of more than three
units until the vacancy rate
in the City reaches three per
cent.

A motion by Alderman
Elko Kroon not apply the
vacancy rate was seconded
by Alderman Gordon Cross
and was supported by Mayor
Jack Loucks, but was op-
posed by Aldermen Frank
Marcino, Gary Payne and
Bill Sorensen. -

Because the vote was tied
the motion was defeated.
