IN FEDERAL ELECTIONS “L New law now limits spending | - Spending by. candidates ‘and_ political parties will be strictly limited in the May 22 ~ federal election. - For the first time in a ‘general election, the spend-. ing of money .pn election campaigns.will be governed by a formula which estab- lished in advance the maxi- mum expenses permitted by parties and by candidates in each of Canada’s 282 elector- ‘al districts. “We have taken the message directly to candi- dates, their agents and. campaign workers in each province through a series of information seminars to give everyone an opportunity to become’ familiar with the} legislation and regulations’’ says Roger Dube, director of election financing in the office of the Chief Electoral Officer. The limit on spending by a candidate is established by a formula which depends on the number of names on the preliminary lists of electors ina ee The basic formula is: 31 per name for the first 15,000 names, jplus 50 cents: per name between 15,001 and 25,000, plus 25 cents per name for the number of names over 25,000. **If we consider an average district with 50,000 names on the preliminary list, then a candidate in that district would be limited to election spending of $26,250 by this formula’’, Dube points out. The Elections Act also sets a spending limit for each ‘‘registered’’ political party” (A registered party is one which is registered with the Chief Electoral Officer and cither was represented in the House of Commons on the day before dissolution or which before the 30th day prior to polling day has nominated candidates in at least SO electoral districts. Eadh party is limited in spending to 30 cents for cach name on the preliminary list of electors of all electoral districts where the party has date. - and candidates may be “half more or less of his or her : endorsed an, official candi- In conjunction with spend- ing limits,. registered parties reimbursed for part of their expenses. —_ h . “On average, a candidate might be reimbursed for one total expenses”’, Dube says. “‘As an example, in a district where there are 50,000. names on the pre- liminary lists, it is possible the’ candidate ‘might be reimbursed a maximum of $12,000. The candidate would receive 17 cents per name, plus eight cents for each of the first 25,000 names and six cents for the remaining 25,000, or a total ~ of $12,000."" A candidate, to qualify for reimbursement, either must be elected or obtain 15 per cent of the valid votes. This qualification also applies to the return of the candidate’s $200 deposit that is required to run for office. **Based on by-election experience, we can estimate that reimbursement to can- didates might amount to some $9 million, assuming an average of 2.5 candidates qualify for $12,000 in cach of the 282 electoral districts”, Dube says. *‘In addition, half the cost of 6% hours of broadcasting time for parties will: be rebated, and this could total $3 million.”’ Each candidate must file a report with the Returning Officer within four months after the clection—the return setting out all expenses, plus a breakdown of contributions of money, goods and ser- vices, and a list of the names of contributors wh Onated more than $100. A summary of - this return will be published in a local news- paper. Failure to file returns or to keep within expense limits carry penaltics on conviction.
