NORTH VANCOUVER DISTRICT COUNCIL by Martin Millerchip North Vancouver District Council wants to organize a public infor- mation pregram to explain the demise of what was previously a tax supported service. Monday night council con- firmed its support of a drop-off charge for household garbage at the North Shore Transfer Station based on the GVRD (Greater Vancouver Regional District) rate of $69 per tonne. The new $69 rate is the sarne as | that charged by the Greater Van- couver Regional / (District to the three North Shore. municipalities. Under the existing policy North Shore residents’ have unlimited access to the transfer station with up to a maximum of 500 kgs. per load of garbage. Additionally’, the district pro- vides unlimited curbside pick-up of household refuse. Not surprisingly a June tele- phone survey conducted by Points of View Research and: Consulting Ltd. for. the three North Shore municipalities concluded that 60% of the sample initially disagreed with user fees... But that figure changed to 56% in support of fees when given . more information. Staff say that a small necentage of ‘users abuse the system and . Director of Engineering Services \ Richard Bremner told council, “Builders and contractors from adjoining municipalities are taking ‘ advantage of us.” Not. all councillors. supported the fees and both Couns. Ernie Crist’ and Paul Turner worried for illegal dumping if anyone objected to the new fee. . Commented Coun. Paul Turner, “I think we should deal with the abusers first and see if that saves. ‘ us some money or we’ll be picking _ it out of a ditch somewhere at $15 or $20an hour.” | _ But staff say that the charges could save up to $500,000 a year if curbside pick up is also limited in order to prevent. residential drop-off being put out for collec- tion. And Coun. Janice Harris reminded council that the present system is not ‘‘free’’ but paid for by. all homeowners with their municipal taxes. Free garbage drop-off presently costs the district $900,000 per year but not all of that amount would be saved since recyclables, clean green and wood waste (up to 200 kgs.) would still be accepted without charge. Only waste which must be landfilled or incinerated will be charged the $69 per tonne (pro- rated) fee and that, say staff, recognizes the efforts of home- owners ‘“‘who now recycle, reuse, reduce, recover and compost.’’ But Edgemont resident Corrie Kost suggests that council should -alsc examine: '@ allowing one heavy item a week to be collected from the curbside each week as in Burnaby; ® allowing a spring/fall unlimited curbside collection of non- construction materials; @ attaching two free drop-off tickets to the yearly distributed garbage collection calendar. The user-nay concept will be implemented at the North Shore Transfer Station by September if all three local municipalities agree o the proposed changes. ‘PROPANE FRIDGES, STOVES & LIGHTS: (NEW & USED) * New Fridges~ Test Fired & Checked + Tanks — Tubing — Fittings : « Instant Hot Water Tanks $299 ' © Propane Tanks Re-dated + Propane Repairs ie + Sorval Fridge | Parts a h Repair PROPANE APPLIANCES & WOGBSTCVES LTD. 2671 Ge. 3 Bd., Richwood JERE MB (noun end of No3 Ra) 370 -—— Capilano - Howe Sound CAPAC ADQUARTERS OPE Thurs., Aug, 12 7*9pm 1563 Marine Dr. West Vancouver. | Fefrechouenta For information call 986- 1757 _ Join with Mary Collins and campaign team. | ARLI.
