The Vancouver Port Corporation currently issues uthorizations for the building of piers, wharves etc, subject to meeting the corporation's construction specifications and to paying annual fees. If the District successfully negotiates a transfer of a head lease from the VPC to the District, as rec- ommended by the Phase 1 report, then the District would become responsible for approving piers and wharves.
