Through an Emergency Medical Command Centre all emergency response services - medical, police, fire, rescue agencies, municipalities, the ‘Red Cross - would be co-ordinated. . ‘Approval of the program was given following a pre- sentation to the GVRD Board by Dr. David Hunt, chairman “of a regional district commit- tee that invéstigated disaster services in the metropolitan area. a In their studies of major disasters around the world Dr. Hunt reported a number of common ‘‘on site’’. medi- cal problems: - Confusion and profusion of people who want to do something but don't know what to do. 1 New disaster — ’ ‘report from Dr. in - such lished The establishment of a _. regional command centre to. ~ - Absence of firm com- mand because of the magni- tude of injuries and death. - Too many ‘chiefs’, often with little knowledge of their function or inter-relationship with other services © - Doctors not experienced situations often hamper rather than help operations. - Some _ hospitals are flooded with patients while others are bypassed. - Some hospitals don’t have ‘an effective disaster plan and when deluged with patients cannot cope. - Grossly inadequate com- munications thdt’ make it almost impossible to co- ordinate efforts to help victims. an The key to an emergency response program, says the , Hunt’s committee, is an effective communications system. The committee recommended that the emergency response communications system be established at the Lower Mainland ambulance dis- patch centre. : The function of the pro- gram would be to activate and— co-ordinate ~ hospitals within the GVRD, dispatch emergency medical person- nel and equipment to the scene, co-ordinate the dis- persal of casualties from the scene and act as a liaison between the | emergency medical response and other agencies.
