Rail, the Insurance Corporation of British Columbia (ICBC), shops, plazas, 200 ‘townhouses and apartments, and a six acte waterfront park. The park will. be the only public access to the waterfront. -between Am- . bleside’ Park and. Deep Cove. Lonsdale Quay has a price tag (at‘the moment) of $140 million. More than 2,000 man hours will be spent in its construction. Several thousand permanent jobs will be created. Lonsdale Quay will contribute $500,000 in taxes to the City of North Vancouver. Millions of tourists are forecast to come through the project annually, according to the British Columbia Development Corporation » parent company to the Lonsdale Quay Development Corporation. ?. this fall. The six storey ICBC ‘building, which will. jaclude underground access for buses meeting the Seabus, is . Supposed to be completed a “year later. NOT SATISFIED But not everyone is happy with Lonsdale Quay. Two North Vancouver City aldermen, Stella Jo Dean and Ralph Hall, have their doubts about parts of the development. Dean is upset about the fees for the City’s legal costs involving the project. Lonsdale Quay is getting special treatment, she ‘contends, because other developers have to pay for the City’s legal costs, but the Quay doesn’t have to pay ‘these fees. North Van- couver’s legal fees for the project are almost $50,000 this year, says Dean. However, Lonsdale Quay General Manager Eric Martin disagrees. “We're paying tremendous legal fees ourselves. This is not like aoe$normal development — the City is getting a lot of benefit out of this.” The benefits the City will get, says Martin, ‘CAINE’ is a very nice. purcbred German Shepherd. Jim McLean RUSHING THROUGH Alderman Hall is worried the City is rushing the project through without adequate consideration, Too much time is being spent on the Quay as well, he says. “We're giving them priority on everything,” he complains. “Staff is being run to death.” Hall is also annoyed with the attitude of other council members. “Everytime I even ask about a comma in _ the (Lonsdale Quay) agreement I'm told I should be grateful to BCDC.” Hall says some of. the other council mémbers, are rushing into the project too quickly, | seeing only the benefits it will bring and not being critical enough about it. Why not use concerned about the traffic problems the Quay - will cause, They foresee massive traffic. jams. from’ the thousands of people who will work at the Quay; ‘especially during the’ morning and afternoon rush hours. Dean is especially con- cerned that this traffic will destroy the historical character of Lower Lon- sdale, the first part of North Vancouver to be settled. Traffic .tie-ups on Chesterfield and Esplanade are also feared. But Alderman Frank Marcino dismisses these — fears. “If traffic is congested, the laws of nature will take their course and people will take the bus down,” he says. And even Dean and Hall say they are not against Lonsdale Quay. The desolate wasteland ~ that used to exist where the Quay is now being erected has long gone. Though still incomplete, Lonsdale Quay has: already changed the’ appearance and atmosphere -of Lower Lonsdale. It will change it even more, for good or ill, when it’s finished.
