Though he said he thought the disarmament concept was idealistic, Ball told his fellow aldermen: “Polincally, if we didn't support it, we'd probably be shot.” In agreeing to hold the referendum, council joined Toronto, Ottawa and several other Canadian municipalities. Results of the referendum will be sent to the prime minister and the United Nations Secretary-General. The idea of putting the question to the general public at a municipal level is being put forward by Operation Dismantle, an Ottawa group which wants balanced, multi-lateral disarmament. Operation Dismantle is also campaigning for a world-wide referendum on the subject.
