In 1991, Surrey, Rich- mond, Delta, Coquidam, Port Coquitlam, Port Moody, Maple Ridge, and Langley Township all issued more permits for houses than for apartment units/townhouses. The statistics, monitored by the Greater Vancouver Regional District's Strategic Planning Department, are clear evidence that higher residential densities — are uccurring across the region. The shift is in line with the Livable Region Strategic Plan, which contains mea- sures to prevent urban spraw! and preserve agricuftural land and green spices, The development industry is responding to the new regional planning policies.
