@ - Friday, October 4, 1991 - North Shore News NVC Council reconsiders youth services A YOUTH Service Worker will be hired for North Vancouver City and District after city council recently reconsidered and approv- ed a motion to establish the posi- ton. By Pamela Lang Contributing Writer City council originally defeated the motion on July 22 with a 3-3 split vote. . Aldermen Barbara Sharp and Bill Bell and Mayor Jack Loucks supported its appreval; Aldermen John Braithwaite, Barbara Per- rault and Stella Jo Dean opposed it. Ald. Rod Clark was absent. But in a Sept. 23 vote, Perrault and Clark both supported the youth worker. ’ The position, which will coor- dinate North Shore youth services shared by the district and city, was approved June 17 by North Vancouver District Council. The motion, brought to council by Sharp in July, was reconsid- ered at Perrault’s request. The motion also supports the establishment of a Youth Services Committee and sets out guidelines for the worker including that it be funded on a per-capita basis joint- ly by the two North Vancouver municipalities. Perrault said she supported the motion now because she had ac- quired the information she had lacked in July. While voting against Sharp's moticn during the original debate, Perrault had suggested the pro- posal be sem to committee for a report to council, because she did not have all the facts. But her motion was also defeated. “I didn’t want to say yes to something I didn't have all the in- formation on,”’ she said. Dean echoed 8SBraithwaite’s belief that any coordination be- tween agencies and programs should be done by one of the ci- ty’s two social planners; she added that the recreation centres should be doing more to provide pro- grams that youths want. Queen Mary school coordinator ira Applebaum, who sat on the committee that recommended the establishment of the youth services worker, said the position is meant to be a developrient worker more than a coordinator, whose specific duties would be outlined by city and district social planning staff. Applebaum said it was not one level of bureaucracy trying to create another. He also reiterated that many community groups were consulted about the youth service worker position, including youth workers, the United Way, and_repre- sentatives from the YouthSpeak youth forum.
