1986, the band’s previous preeon-
dition for servicing the Kapilano
200 building before entering into
parkland negotiations was com-
pletely reversed by them, so at that
meeting they refused to discuss the
municipality’s draft response to
the servicing agreement.

“The band required the
municipality to pay the $0,000 per
year rent for the parkland. At that
last meeting, the band refused all
negotiations but insisted upon a
‘yes’ or ‘no’ answer to their de-
mand.

“For reasons previously given to
the band, the municipality is
unable to accede to the band’s
demand, but by letter March 5,
1986, offered $50,000 for cach
two-year term commencing Feb. 1,
1986 with a two-year cancellation
policy. A response was requested
by March 14, but none was receiv-
ed,” the statement said.

Nine of the band’s 10 coun-
cillors are currently in Ottawa for
a ministerial meeting on aboriginal
matters.
