Stuart has been curator of the North Vancouver Museum and Archives for the past two years and is also a board member of the Heritage Society of B.C. He is well qualified to suggest that heritage is a barometer of community pride. How does North Vancouver fare by Ezra Pound's standards? Or by Stuart’s adaptation of the same viewpoint: you tell me what is the most important thing to you and i will tell you what is your heritage. ‘Y always think of it as a per- sonal thing. My grandfather's watch becomes my heritage as my - part of the family estate,”’ says Stuart, illustrating the Oxford dictionary definition of heritage: what is or may be inherited; por- tion allotted to anybody. But he is quick to acknowledge that the issue is not clear cut even within the heritage movement. “People told the Project Pride Hearings (a provincial initiative examining ways to improve the 1977 Heritage Conservation Act) that heritage was ultimately themselves. “They said that design, traditional dance, linguistics and. oral histories were all elements of a_ heritage — that should be protected,’’ he said. Stuart does not. believe “such areas fall within the bounds of heritage, but says it.is clear that a lot of people do. We wonders aloud whether heritage is a force ‘‘for inclusion or exclusion’’. and’ muses, ods signing up for lock Watch program ple just love it. Ourselves and Delta were apparently the last Municipalities in the Lower Mainland not to have a Block Watch program,’’ said Mason. He said between two and three neighborhood blocks have joined the Block Watch program every .week since the program was adopted by the West Vancouver Police Department. Mason said he. has been talking to the coordinators of other Block Watch. programs and has been using their knowledge to help him develop West Vancouver's pro- gram. , “The public here are very com- munity oriented. 1’m tailoring this program to West Vancouver's needs. “Usually in Bleck Watch pro- + communication grams the police will train a Block Watch captain who will in turn train other members of the neigh- borhood. “But I’m doing ours a little bit differently in that I’m training everyone and have been holding Block Watch. meetings at the police station so they can see the centre,’’ said Mason. He added that. one of the benefits of a Block Watch pro- gram is that neighbors pet to know one another and then learn to look out for their neighbor’s property. Wednesday, August 18, 1993 - North Shore News - 14 NORTH VANCOUVER MUSEUM AND ARCHIVES Conservation values mulled By Martin Millerchip Contributing Writer “perhaps we should include more people.”’ Stuart’s final answer to the question of who is responsible for preservation is simply that ‘the responsibility rests with those for whom it is relevant.” “If your grandfather’s watch is not relevant you throw it away,” he said. Some relevance has been agreed upon now that the three North Shore municipalities have heritage inventories, but there is potential cost in preserving all Structures and landscapes listed. “Oral traditions come cheap, but the preservation of the bigger buildings is more expensive than their replacement,’’ Stuart said. So how can we afford to? “We can afford anything we want to do,’’ responds Stuart, citing economic spinoff benefits from heritage preservation and the landfill advantages of not throw- ing old houses away, But he maintains the ultimate value is more difficult to quantify in financial terms. “The heritage community is better equipped than the constitu- tion to give people an idea of their culture,”' Stuari said, “For whom is the shipyard rele- vant?’ he asks. ‘Wallace, Burrard, Versatile were probably the greatest con- tributors to the national security that North Vancouver will ever be involved in,’ says Stuart, refer- ting to the Second World War when 109 of 312 ships for the Ca- nadian Merchant Marine were built in North Vancouver. “This should be a federally recognized and supnorted site. I’m rather chagrined that the city has not been tackling this for several years. “We cannot be afflicted with community Alzheimer’s Disease,”* TAKE ADVANTAGE OF THESE EXCEPTIONAL SPECIALS AT WEST VANCOUVE FRONT BRAKES # Replace front pads Check bearings A Resurface rotors + Check calipers | $6450 (Metallic pads extra) Semen eee sw ewe nes ‘10 OFF ANY TUNE-UP f) Includes electronic engine analysis, ¥ new spark plugs, check motor oil, § all filters, timing reset, adjust carb W yl necessary.
