Lucente GVRD developing air quality control plan THE GREATER Vancouver Regional District is developing a comprehensive air quality management plan aimed at ensur- ing that the Lower Mainland has good air quality in future years. The pian is the first of its kind for an urtan area in Canada. It will be carried out in two Stages, the first to be completed by June of next year. Stage one of the program in- cludes an assessment of current air pollution emissions and regional air quality trends. The potential effects of air pollution on human _ health, vegetation and material damage, as well as aesthetic concerns such as odors and visibility will be exam- ined in the initial stage. The study will include all municipalities within the GVRD plus Langley City and Langley Township. GVRD officials say it is logical to extend the program to cover the entire Lower Mainland as far as Hope and the provincial gov- ernment is being approached to contribute the costs involved to in- clude the areas outside the GVRD. The province presently funds air quality monitoring for these areas though the actual monitoring is done by the GVRD on a co- operative basis, as part of its in- tegrated monitoring network. Population and industrial growth projections will be used to calculate emissions for future years. These calculations will be based on a recently completed computer inventory of air emis- sions and will be projected beyond the year 2000. Future air quality in the region will be estimated using computer models, and potential problems will be identified. Cost of stage one is estimated at $150,000. To complete the first stage of the plan, the GVRD has selected the consulting team of B.H. Levelton and Associates of Van- couver and Concord Scientific Corp. of Toronto. The team includes a scientific advisory panel of experts from UBC, California and eastern Canada. The panel includes authorities on air quality effects, local meteorology, and modelling and control of air emissions. Representatives from GVRD staff, member municipalities, health agencies and senior gov- ernment agencies will act as a liai- son committee to co-ordinate in- formation. Stage two of the plan will give options for the control of current and future air quality problems. Among these, transportation planning is likely to be the most important in influencing future air quality since about 80 per cent of the emissions in the region are from cars. . The timing and cost of stage two will be determined once stage one has been completed. Public and industry input are invited during stage two. The development of an Air Management Plan will help keep the GVRD abreast of the best in- formation on air quality planning and will allow residents of the region to make informed choices affecting future environmental quality.
