ONCE again the federal government is cautiously approaching the issue of immigration control. You will cecall recommendations produced last summer by a three-person review committee suggested skilled immi- grants and so-called “investors” be proficient in English or French, that the Immigration and Refugee Board’s work (a patronage trough) be done by civil servants and that the points system under which inde- pendent immigrants are assessed be abolished. The fallout was noisy and last week Lmmigration Minister Lucienne Robillard released a report that signals how scared the geverninent is of alienating the immigrant vote. What we are now look- ing at (end of this year, maybe not until 2000) is administrative change rather than a complete rethink. Key proposais would zase the reuniting of immigrant families; expand the definition of family to include same-sex and common-law couples; clas- sify dependent children as up to 22 years old (up from 19); remove restrictions on seriously ill spouses and children; classify entire occupation sectors as in “short sup- ply” allowing “temporary” workers to enter Canada without iavestigation; and place less emphasis on the occupation of the immigrant and more on a general level of education, experience, language and transferable skills. The only restrictions reportedly to be considered are elimination of family sponsorships if immigrants have failed to live up to previous sponsorships and the climination of deportation appeals for convicted sericus criminals.
