On December 22, 1983, CP Rail was ordered !o phase out its » dangerous commodity traffic trom the Vancouver waterfront area ‘ by January t, 1985 and to submit its Coal Harbour phase-out plans before this deadiine. The CP Rail plan was submitted on June 27, 1984. “i At the same time, the RTC ordered Surtington Northern Railway, which operales a ferry slip about a mile east of CP Rail's facilities, ‘ not to make any change to its existing operations that would allow : an increase in the movement of dangerous commodities without ‘ first notitying the committee of its plans.
