Dear Editor: I read with some amusement your article “West Vancouver calls for separatist school board” in Wednesday’s paper. While a_ gesture to separate coming from West Vancouver could become a target of great mirth for some of our political wits, one must accept such a gesture as purely symbolic. The major reason for the gesture is to find a way of relieving the school tax burden for West Vancouver residents. Unfortunately, separation will not do this. The cost implications of separation were dealt with at the question period at the Lynn floodplain no place for landfill Dear Editor: The article appearing recently in the Sunday News, “Lynn Creek Cleanup Drags On”, clearly points to the need for some form of professional consulting service to direct operations at the flood damaged Premier Street landfill site. Briefly, an independent school system can. not collect taxes for school purposes. The provincial government does not pay Provincial grants for students in the independent system (approx. $530 per student per year) until the system has been in operation for three years. The chairman of the Board in- tended to use this as one avenue for revenue. Board does not intend to pay back the capital ex- penditures received from the provincial government in the past. Imagine the cost impact to the West Van- couver taxpayer if Victoria carved out by the creek during the raging floods of October 3ist should be sufficient to convince the district that they cannot build an obstacle course down there and hope for it to stay intact. At the point the creek leaves the rock faced walls of the canyon, it points directly at the site being prepared for the proposed extension of the landfill. Many of the trees, boulders and other debris that litter The’ demanded their rightful share i.e. 50% of the value of all the school board properties in West Van- couver! However, I can un- derstand the frustration that led to this dramatic move on the part of the school board. I am pleased to hear that Brian Smith, Minister of Education, has suggested that he would be prepared to meet with the School Board to work out some changes in the financing of education for West Vancouver. I would like to offer a few suggestions as to how the provincial government could shoulder more responsibility for the cost of education in the creek downstream originally stood in this area. Twelve severe floods have occurred on Lynn Creek since records were first kept in 1906. Only after reading the eye-witness accounts of what actually can happen in a flood, will one begin to realize the awesome power of this water course. In his book Early Days in Lynn Valley, 99 year old Walter MacKay Draycott vividly portrays the event that occurred on the night of West Vancouver. 1. He could introduce a new type of home-owners’ grant which would relieve those taxpayers hardest hit by the exhorbitant increase in the value of real estate in West Vancouver. 2. He could change the mill rate to reflect a greater responsibility on the part of the provincial government. 3. He could ensure the passage of Bill 6, the Assessment Amendment Act, which would allow the Lieutenant-Governor in Council to set a lower % for West Vancouver, respecting the land and improvements in the school district than the 11% which operated in 1981. November 14th, 1919. Lynn Canyon was blocked by debris and a 200 ft. deep lake formed near the suspension bridge, causing the eastern portion of Langworthy Road to slide away. When the blockage eventually gave way under the pressure of the water, the resulting flood left people marooned for up to three days on islands formed on the flood plain downstream. Last week, at a meeting of the presidents of the teachers’ associations of the metro area, a motion was made to approach the BCSTA to organize a joint lobby of teachers and trustees.
