Schamborzki. The responsibili-
ty for hiring and firing adminis-
tratars rests with the d, she
told the News. On Thursday,
MacPhail replaced the board
with public administrator Len
Kelsey, a former Lions Gate
Hospital board chairman.

Kelsey will govern the
region on an interim basis and
make recommendations on the
future composition of the
North Shore health board. He
will also assess whether admin-
istrative changes in the $160-
million region are required,
said MacPhail.

McTaggart was one of the
doctors and hospital workers
that expressed non-confidence
in the North Shore Health
Region board and called for
the firing of Schamborzki in
Apri! 1997. Those actions
came after Schamborzki, with
the board’s backing, dismissed
the top hospital administrator,
Lynette Best.

Board members represent-
ing both doctors and union-
ized hospital staff resigned
from the health board when it
extended Schamborzki’s con-
tract for three years a few
months later.

MacPhail — subsequently
appointed a three-member
consultation team to study the
issues separating doctors and
the board and its CEO and to
recommend ways to close the
chasm.

the board occurred after
MacPhail determined that the
board’s response to the consul-
tant’s report did not sufficient-
ly address the issues dividing
the groups.

The five-point “action
plan” drawn up by the board
under board chairman Diana
Hutchinson suggested mea-
sures such as increasing
Schamborzki’s visibility in the
hospital, hiring consultants to
evaluate staff satisfaction and
help groups in the region reach
consensus, and assessing the
hospital administration that the
three-member team said is
overworked.

MacPhail said many of the
plan’s elements had been sug-
gested months ago.

tants also related that hospital
staff — not just doctors —_feel
alienated from the rest of the
region and perceive
Schamborzki’s management
style as autocratic.

Although the consulting
tcam did not review Lions Gate
Hospital operations, they said
Lions Gate’s ability to fulfil its
acute care mandate would be
jeopardized if the situation is
not fixed.
