The commissioner would be independent from munic- ipal police forces and would report directly to the legisla- ture, In Danny Possee’s death the North Vancouver RCMP, whose mernbers were part of the drug raid, conducted a criminal investigation into the incident, The West Vancouver Police conducted an internal private investigation. The Possee family says the police investigations constituted unacceptable conflicts of interest in Danny's death. Sally Possee said having a commissioner independent from a municipal police force is a step in the right direction when it comes to investigating shvotings by .the police. At the conclusion of Danny Possee’s inquest in May 1993, Coroner Larry Campbell criticized police testimony that conflicted with non-police witnesses. He also criticized the police for not securing the scene of the shooting so that evidence could be properly obtained for investigation. Sally Possee still wants to know why information stat- ing that Danny «vas shot in the chest was given to the press before the inquest. “What came out in the inquest was that Danny was shot in the back,” said Sally Possee. ' At the inquest, patholo- gist Dr. James Ferris testi- fied that the fatal bullet entered just behind Danny Possee’s left armpit, accord- ing. to a August 1993 News. report, The pathologist testi- fied that the young man could not have been pointing the pellet rifle at police offi- cers when he was fatally shot. Ferris testified that the RCMP officer in charge of ‘the drug raid investigation, then Sgt. Randy Bennett, about the angle at which the bullet entered = Danny Possce's body. The family believes the bullet was closer to Danny's back than front, hence their contention that he was shot in the back. Danny was largel shoot- ing with a pellet gun that Jooked like a rifle in the basement suite at the time he was shot, according to inquest information. Sally Posses said the coroner, and not the police, found the bullet that killed her son in the basement suite. The police didn’t find the bullet, Sally Possee says, because they were looking in the wrong area based on West Vancouver Police testi- mony. “In fact it was dead in the front of the door where we knew it was.” said Sally Possee. She said the investigation into her son’s shooting was cither a cover-up or simply incompetent work. Either way, “the blue curtain” was up. Coroner Campbell said at the end of the inquest that it was improper for the North Vancouver RCMP to investi- gate the shooting because the police department was involved in the drug raid. Sally Possee said it took almost a year for all the information to come ovt about her son’s death during the inquest. She had expect- ed a direct apology from the West Vancouver Police, but none was given, Now it's too Jate to say sorry. “I expected an apology because [ knew it was an accident,” said Sally Possee. She said the police did nothing right “from the word go” starting with the search warrant through to expecting to find pounds of marijuana in the suite and letting peo- ple back in the basement suite after the raid and dis- turbing the shooting scene. “It goes on and on ... It’s incredible how bad they were: abysmal,” said Saily NEWS photo Cindy Goodman SALLY Possee stil! questions the actions of police on the fourth anniversary of her son’s shooting death. Possec. Possee said that if the proposed changes to police complaints were in place when Danny was shot, the Possee family would have been kept informed and the North Vancouver RCMP investigation of the incident would likely have been redone. These days Sally Possec and her husband Derek live quietly in West Vancouver. Derek Possee is a former Whitecaps soccer player. The couple have a teenage son, James, and a daughter, Kelly. Danny Possee would be 26 now. For Sally Possee seeing Danny's friends growing older makes her wonder what her son's tife would have been like today. ' She says the worst time is making it through Danny's birthday on Jan. 9. “It comes and goes, those . feelings (of loss).” NEWS photo Terry Peters Premier Clark at Quay GLEN Clark took a few minutes fo listen to Julian Flinn (right) on Friday as the premier made a brief campaign appearance at Lonsdale Quay.
