He has clearly placed a negative view on “victory? a bumping process that has the potential of taking years to work itself out. And ves, the potential i is there for this to occur, under the existing collective agreement language and due to the existing labour/management climate. But let’s nor forget that this bumping process was put inte place and continued with the blessing of previous school boards and trustees of North Vancouver, which Mr. Heywood was part of. During this round of negotiations, both the union and the school board were faced with the legislated fact of an Industrial Inquiry Commission. This commission determined for both parties the means of reaching a settle- ment. [I can assure Mr. Heywood, that the union was less than pleased with this process and the outcome. However, we have accepted that changes and the improvements we were hoping for would not be forthcoming during this round of negotiations. It is truly unfortu- it litigation nate that the administration and the trustees tor School District No. 44 have not come to this same realization. We continue to be willing to negotiate implementation of the four-hour daily guaran- tee, which by the way, is a right supplied to all non-unienized workers by way of the Employment Standards Act. And until these discussions are complete, Mir. Heywood cannot determine the bumping process that will be used, the impact on the students, the amount of job loss, which jobs will be exempted, or any other matters chat require further discussion. And as you may or may not be awarg, if the parties cannot: agree to an) implementation plan, then by way of submissions made by both Parties to the commissioners, they will pick one and the issue will be determined: Tr seems that this process of negotiating in good faith the provision of a daily guarantee of four hours is far more purposeful to the inter- ests of the public and the children than pursu- ing an adversarial approach by way of costly lit- igation, as Mr. Heywood is suggesting.
