Tupper then used the Sea-Doo's wake to help douse the flames. The updated plan, according to BC Ferries, is based on a new operating strategy and revisions to its Horseshoe Bay plans based on feedback from West Vancouver residents, West Vancouver has long pushed for the removal of the Horseshoe Bay-Nanaimo route from the municipality. A March 2000 West Vancouver staff report recommends the construction of a new Lower Mainland ferry terminal at a site south of Vancouver, such as Iona Island.
