Even Alderman Ball, an
enthusiast for the curfew,

admitted that a lot of young
“ hoodlums had: crossed into

the District to.get up to their
“anti-social pranks” since

the City bylaw became -

effective.

If the District now clamps
down with. its own curfew,
will the problem finally
disappear? Don’t ,hold your
breath. —

Aside from these practical
considerations, the curfew. is
a fundamentally bad bylaw
on three counts.

First, it ‘is discriminatory :
in the extreme, being ap-
plied only to an arbitrarily
chosen group ‘of young

under 17. Moreover, the
police themselves have
admitted that, even in this

of these. other two, is the
most serious. If,- in ‘its
theory,, a law discriminates

people to whom it applies --

~and if, in practice, that law is

also virtually “impossible tp
enforce to, ‘the letter -- the

- only result: can be to en-

courage contempt for the
law in general.

We need the fullest

laying-— possible public support for

the police in their often
thankless task of controlling
the North Shore’s tiny
percentage — of youthful
rowdies and”! vandals. We
need; too; a great deal more
parental responsibility in
that area. a

What -we don’t need. are
unfair and impractical knee--
jerk bylaws which tend to
bring the whole concept of
law into disrepute among.
tomorrow’s citizens.
