Council has deferred a decision for two months FAMILY FIREWORK dis- plays in North Vancouver District could become illegal and the sale of all fireworks prohibited under a proposed bylaw being considered by council. NORTH VANCOUVER DISTRICT COUNCIL By Martin Millerchip The bylaw was first proposed by director of fire services (fire chief) Rick Grant in September with the stated intention of limiting firework displays to neighborhood-controlled events licensed by permit from the fire department. To that end, the proposed bylaw required that no fireworks could be ignited within 10 m (32.8 feet) of a building and that all fireworks would be exploded within-a field of at least 30 m by 20 m (98 feet by 66 feet), The dimension restrictions effec- tively eliminated almost all front or back yards as possible sites for fire- work parties. However, not all council mem- bers said they could support extin- guishing fireworks in the district ‘and discussion on the bylaw was sheived until after Halloween. Monday night council adopted second reading of an amended bylaw in a split four to three vote ind then agreed with Coun, Don Bell's suggestion to defer adoption for 60 days. _ tn that time the district will pay to publish details of the bylaw in the North Shore News and ask for pub- lic comment, Bell argued that while many citi- zens may not understand the com- plexities of zoning bylaws there would be a fot who might want their say on the banning of fireworks, “These are the kinds of bylaws, like tree bylaws, that touch people direetly,” said Bell, Coun. Pam Goldsmith-Jones opposed the bylaw and asked whether it would reduee the number of injuries to children between the ages of 10 and t4 who typically play with illegal firecrackers. “Pim not sure this bylaw will do what we want illo.” she said. Goldsmith-Jones pointed out that the Union of British Columbian Municipatities (UBCM) had “deferred « decision on this for three years in a row precisely because there is no clese community support for this.” Coun. Janice Harris predicted “a large degree of non-compliance” with the byfaw and suggested that money could be better spent requir- ing retailers to include an approved information and safety flier with every sale of fireworks.
