HELP’S AT HAND HELP’S AT Hand, by North Shore Community Services (NSCS), is a forum for discussing government policies and pro- grams, benefits, consumer and legal rights, taxation and public services. . Answers are intended only as a general guide and should not be applied to individual cases without further consultation. Question: Our family would like to take up the sport of fishing, both in the ocean and fresh water. Do we require a licence to do so, and alse, are there any other special regulations? We will be in- cluding our young children. Answer: You will, in fact, re- quire two separate licences. The salt waters are governed federally, and the fresh waters provincially. Children under 16 years of age only require a salt water, or tidal fishing licence; although it is free of charge. Licences are available at most sporting goods shops and large department stores. An annual adult licence for tidal waters will cost you $10. Licetices for seniors, 65 years of age and older, are $5. All licences must be carried with you at the time of angiing. There is an additional $3 fee for a Chinook conservation stamp, if you wish to catch and keep chinook salmon, and at the end of the licence year the Department of Fisheries and Oceans may be ran- domly recalling licences, so you must retain your licence until ex- piry. Keep in mind that rivers wiich Now into the ocean are considered tidal at their mouths, Each river has a specific location near its mouth where it become: tidal, and your Sport Fishing Guide will define this spot. No licence is required to harvest shellfish sach as clams, mussels, oysters, crabs, shrimp. or prawns; however, size and quantity limits do apply. Uf you are interested in catching and cating shellfish, you are advised to follow certain safe- ty guidelines, which again, are listed in the Sport Fishing Guide. The Departacat af Fisheries and Oceans operates 4 24-hour Shellfish Information tine (666- 3169), updating the safety of shellfish beachs. The basic adult fishing licence fee for fresh water is $17. Seniors can fish for a $1 fee, and children under 16 years of age do not re-~° .quire a licence. Other rules re- garding non-residents also apply. Most lakes and streams are open to sport fishing with conven- tional gear 24 hours of the day, 12 months of the year. There are, however, numerous exceptions in- cluding species closures, bait bans, and equipment and boating restrictions. Consult your guidebook, and obey posted markings where you will be fish- ing. Daily and annual limits apply to most species. For some fish there are minimum and maximum size limits. Since they vary according to the individual catch, it is im- portant that you check your guidebooks. The most common violations are fishing without a licence or in closed areas, and nat obeying size or quantity limits. Penalties for these or other violations will be enforced, usually in the form of a fine ranging from $35 to $100. More serious offences can involve much larger fines and seizure of equipment. The guidelines for sport fishing can be an excellent educational vehicle for instructing your children. Most children will enjoy the procese of ucquiring their own licence, and will learn from fol- lowing the simple regulations.
