At four locations throughout West Van- couver, say police, thieves are hitting parked cars and removing valuables on a regular basis. Locking car doors isn’t enough, police say. To keep your valuables safe, take them with you or lock them in the trunk of your car. Outgoing Council president Moir MacBrayne said the Elmer program may be extended to eventually in- clude the Squamish area. In a speech laced with humourous asides, guest speaker Kenneth Richardson, a 37-year veteran of the justice system, told the au- dience the majority of all civil lingation never reaches the courts but ‘‘are settled on the steps of the courthouse.”’ He added that in all his years spent in the justice system, he still wonders if people ever consider the plight of the victim involved in crimes. *‘All these bleeding hearts always seem to be wor- rying about the poor criminal,’* said Richardson. A 21-year resident of West Vancouver, Richardson serves as administrator of the appeal, supreme and county courts in Vancouver. Following Richardson's speech, the election of of- ficers saw the unanimous in- Stallation of Moir Mac- Brayne as past president, George Scholes, vice- president, Carl Capello, treasurer, Bernice Mulock, secretary and W. Erskine Blackburn as Counsel. Honorary members named to the Council were Mayor Marilyn Baker, District of North Vancouver, Mayor Jack Loucks, City of North Vancouver, and Mayor Der- rick Humphreys, District of West Vancouver. The new Council president is to be elected at a later date.
