‘A JOKE’ hearing dealing with North Vancouver District’s Marine Drive Corridor Official Community Plan was called ‘‘a joke’ by an angry Ald. Joan Gadsby. Gadsby was reacting to the fact that the Lower Capilano Community Resi- dents Association (LCCRA) had recetved a report written by District Municipal Plan- ner Kai Kreuchen before it was given to Council. The report, which contained a list of recommended amendments to the OCP, was not handed out to coun- cillors until just) prior to Monday's public hearing. “| didn’t hear about amendments until Tanaka (a member of LCCRA) approached me just before tonight’s meeting,’ said Gadsby. ‘This is very embarrassing. All staff reports should always be directed to Coun- cil before going to any resi- dents’ association and_ this should never happen again. There 1s no way we can deal with this issue before reading the report.”’ the Mr. the By JOANNE MacDONALD According to Kreuchen’s report, meetings between planning staff and the LC- CRA revealed the Associa- uon feels strongly that their area be retained as a purely single family area, that the existing duplex use be extin- guished and that all com- mercial and through traffic be excluded from the neighborhood. The LCCRA also recom- mended that section 6.1.3, which calls for an evaluation of redevelopment oppor- tunities in the Lower Pemberton area to determine the best future development pattern and _= densities, be deleted, with no. substitu- uons, from the OCP. In a presentation to Coun- cul, LCCRA member Jerome Irwin urged Council to act on existing problems — the lrate alderman blasts hearing MONDAY’S RECONVENED public destabilization of the neighborhood’s residential character due to certain zon- ing violations and the detenoration of tocal streets in the Lower Capilano area. At Monday’s public hear- ing, the LCCRA also sub- mitted a copy of the terms of reference for the Lower Capilano Neighborhood Study in response to the terms drawn up by _ the District planning depart- ment. . Gadsby moved the meeting be adjourned until December 17, to give Coun- cil the opportunity to digest the additional material received since the first public hearing held in September. She also moved that a November 14 report on parking patterns and _ pro- blems in the Lower Pember- ton and Norgate areas, done by District Supervisor of Traffic Operations, NJ. Nikkel, be forwarded to res- idents” associations for in- put.
