ON THE OTHER HAND ‘A CHAP (this chap) is daily surprised thai anyone is surprised — in this case about the monster salaries and benefits paid to school administrators and to a lot of teachers, Forgive the lac#. of modesty : but it was years ago while working for what is now, Wimp Major that your humbie servant first drew at- tention to what was going on, especially in North Vancouver’s ‘District 44, At the time, administrators money had hit what then looked like the unreal level of $75,000. In the universities professors were getting increases of up to $8,000 in a single year while a few of them were so busy moonlighting that they didn’t have ‘Single-parent home lacking ‘in structure From page 2 Nappers panicked, released Kilbum, and went on an ill-fated shopping spree, ending up at West Vancouver’s Park Royal shopping centre. They were all arrested +. within hours. Last March, all the kidnappers were sentenced. Mastermind 22- year-old Chad Mulvahill received . allife sentence. Christian Snelgrove, 21 at the time, netted a 23-year prison term. The three youths involved all received the maximum three- year custodial senience.: The youth appealing his : Semtence had been responsible for guarding Ms. Kilburn during her , captivity and obtaining the hand- gun used in the kidnapping. The youth’s lawyer mounted a spirited defence in the original trial. He claimed that the handgun was an infatuation encouraged by television. The ‘trial judge referred at length to Kilburn’s statements, in- cluding passages in which her cap- tors were described as being ‘‘very pleasant”’ and ‘‘very kind.”’ There was little doubt that she had been very frightened at the time. — But the three-judge appeal court rejected Rankin’s argument by ruling that secure custody was essential to. the offender’s rehabilitation. . The trial judge noted that the . youth, 16 at the time of the kid- ‘napping, came from a_ single- parent home lacking in structure .and guidance He was formerly a poor but bright student, but is now making good progress and is expected to complete his Grade. 12 this December, “A major rehabilitation pro- gram was necessary to save the youth from a life. of crime,” noted the appeal court. ‘ '- The youth had a record of two previous offences of theft and possession of a narcotic. lime to give any lectures. There followed the usual cries: “Untair,”’ ‘distorting reality," “immense responsibilities of senior staffs,"’ “you don’t know what you're talking about,” etc. The juggernaut rolled on. Bill Bennett couldn't stop it, not even with his restraint program. Bill Vander Zalm couldn't stop it, even thuugh he made the right noises and challenged the B.C, Teachers’ Federation (BCTF) and its screaming supporters at a public mecting. Later, the Socreds were dumb enough to give teachers the right to unionize. Stecred them in the union direction, in fact, by refus- ing job protection to those who might have stayed in associations. Anything for a quiet fife. The radicals in the BCTF won every battle, and the school boards lost every battle. Which was to be expected, seeing that the boards don't know the meaning of the word ‘‘fight’’ and were heavily infiltrated by teachers and the rel- atives of teachers. Allin the family, sort of thing. “You scratch my back and I'll scratch yours,”’ — across board boundaries, since teachers are not allowed to be on boards in their own districts. Even where there were no un- cles and aunts, brothers and sisters, or ltusbands and wives on the boards they were weak. The BCTF would make a breakthrough in Nanaimo, for in- stance, and everyone else collaps- ed and gave the same terms, “Staad and deliver,” said the BCIF, And the Loards delivercd. Anything for a quiet life. Every time te fat-cat teachers pocketed more of the taxpayers’ dollars, the fatter-cat ad- Ministrators got an even bigger share. The Mafia couidn’t have put on a better performance. And Mr. and Mrs. Joe Blow didn't go on the rampage, They paid up every bit as ineekly as shopkeepers pay- ing protection money. So | was surprised when David Schreck surprised everyone by ripping into the administrators. But why did he sing? One reason, obviously, was that the administrators are no longer in the teachers’ unions. Even the BCTF bashes them. But the rot is right through the system. And it will continue, }am waiting for Schreck to ad- vocate a freeze on all school salaries and the outlawing of all school strikes. Unless he does that — and I’m not holding my breath ~~ his fulminatious aren't worth a powder puff. in the meantime, the NDP is thinking about (if that is the right term) a reduction in the school ‘year from 190 days to 181. Pretty soon it'll be a half-hour, one-day week with no reduction in take-home pay, and don’t forget you read it here first. How about a food bank for ICBC administrators who are paid $135,600 a year? Don't laugh, in this liberal world of ours nothing is impossi- bie. The Robyn Allan affair has to be the best bad joke of the cen- tury, It boggles the jolly old mind.
