NORTH VANCOUVER District
Council voted Monday night to
relax the miunicipality’s Noise
Control Bylaw to allow installation
of a new watermain between the
hours of 8 p.m. and 7 a.m. on
Marine Drive between Capilano
Road and MacKay Avenue.

Initial planning had called for
the work to be done during normal
construction hours and for two
lanes of traffic to be kept flowing
in the peak travel direction and
one lane in the off-peak direction.

But, according to district deputy
director of engineering services
Harry McBride, closer inspection
of the site conditions and the runn-
ing line for the new main showed
that only two lanes could be kept
open if traffic and construction
safety was to be maintained.

On a typical weekday, Marine
Drive traffic volumes average over
3,000 vehicles per hour between 9
a.m, and 5 p.m.

The only way such volume could
be handled during construction
would be to divert all traffic in one

Faced with the annoyance of
residents on the detour route and
businesses on Marine Drive losing
customers, council authorized the
night construction work.

McBride said the work will pro-
ceed more efficiently and the in-
creased production level will result
in significant cost savings that will
more than offset any labor costs
incurred through overtime.

The district will arrange for let-
ters to be hand-delivered to all
homes and businesses affected by
the project approximately one
week before the work is scheduled
to start, which is now expected to
te May 21.

Ald. Craig Clark asked staff to
investigate the sequencing of
east-bound traffic lights along
Marine Drive and to report back to
council.
