Mark Sager, in voting against the proposed rezoning to multiple family residential. ‘‘There may be a need, 20 to 30 years from now, for a cornez store.” Council voted unanimously against the proposed rezoning from the current mixed commer- cial and single family designation, despite a presentation by architect Eva Matsuzaki of Matsuzaki Wright Architects. CANADIAN | Elm 988-4263 Free home estimates Comparing the developer’s pro- posal and development allowed by the current zoning, Matsuzaki argued that there was little dif- ference in total density, floor-area ratio and view impairment between the two. “*We have consulted with the neighborhood and learned that commercial development there is not desirable,”’ said Matsuzaki. She also said that commercial development would increase traffic to the area and result in a loss of “‘residential qualities’’ in the area. But several local residents spoke against the proposal and in one case suggested council rezone the whole area to single-family desig- nation, thus creating just five lots. While council did not agree to this move, they were persuaded by arguments defending the sanctity of the Official Community Plan put forward by Capt. Bartholemew argued that this little pocket of commercially-zoned land had been set aside years ago so that a p.oprietor could live above his store — not to permit development as high as the pro- posed 49 units per acre. ‘Surely we have learned some- thing from Panorama and other such developments,”’ he said. Council considered postponing their decision in order to obtain a staff report, but decided to go ahead with a final decision. “I believe that the majority of West Vancouverites would join me in thinking that this kind of apartment density is not the kind of precedent we would want in the development of the Upper Levels area,”’ said Ald.
