RAS i Eat a TRIES cat . Doug Collins @ get this straight ® IN OTTAWA and right across Wimpland, the blubbering over the possible reintroduction of capital punishment reaches oceanic proportions. But the blubber merchants need have no fear. Nor need future murderers. The debate is a sham and whatever the parliamentary ver- dict, delaying tactic will follow delaying tactic. In permitting the debate to take place at all, the country’s top hypocrite is only trying to save what’s left of his political ass. The lachrymose in the land should nevertheless know about Richard Mark Ellard of the U.S. Not that we have to go south to find monsters. But those who have killers’ best interests at heart may also like to shed a few tears over his story, which appeared in the November, 1986, issue of Reader’s Digest and was-brought to my attention by Mrs. Sandra Craig of North Van. In 1971, Mrs. Nancy Conn of Alabama, a widow, went out with her 21-year-old niece, Miss Charlotte Parks. Ellard abducted the two‘women at knife-point from a parking lot, beat them savagely, and raped Miss Parks. repeatedly. Pleas for mercy went unheeded. He had to kill them, he -said, because he was ‘‘on the dean’s list at the University of Alabama” and could not afford [to face rape charges. He tied them. up, forced them into the trunk of his car, and tried to gas them by attaching a hose to the exhaust and running it through a hole in the floor of the ! When they struggled to remove the hose, Ellard opened the trunk and bludgeoned the older woman. He then raped the niece again and murdered her. Mrs. Conn was dragged to a pond, where Ellard stabbed her many times and held her head under water, leaving her for dead. But she survived even though she had terrible injuries. These includ- ed the loss of an eye, crushed facial bones, broken sibs, nervous paralysis, and double pneumonia from being immersed in the water. Terrified, she lay near the body of her niece for 24 hours before crawling to a road to attract attention. Crippled and half-blinded though she was, she had memoriz- ed the number of Ellard’s car and he was arrested. Whereupon he confessed to also having murdered an Alabama U. co-ed. While awaiting trial he bragged he would ‘‘get’? Mrs. Conn. He escaped from custody, and she had to move to a different loca- tion. He was recaptured, but because of pre-trial plea- bargaining the prosecutor did not ask for the death penalty. So Ellard was sentenced to life im- prisonment plus 20 years for assault, and given a second life sentence for murdering the co-ed. In 1977 he escaped again and she was given a police escort to and from work. That went on for seven months, after which Ellard was caught again. In 1981, Ellard was given a con- ditional parole. But because of the murder of the co-ed was sent to serve time in Georgia. He was clearly on the way to getting some sort of parole, though, so Mrs. Conn went public with her story. Public anger over this outrage has now made it unlikely that this sub-human will ever be released. But you never know...He could also escape for the third time. The North Van lady asks: “If the ‘‘nay-sayers’’ met Ellard or his ilk one dark night would they still rail against the death penalty before he struck his fatal blows? Would they still be nay-sayers if their wife or child were repeatedly raped and finally murdered by an Ellard profile? | Would they still say ‘‘nay’”’ if the } killer escaped or was paroied to kill other members of their family?” Good questions, Mrs. Craig. Mr. Lefaivre insists he said ex- actly the opposite. He told WVTA members, he says, that he had consulted two independent lawyers, both of whom advised that a walkout would be illegal. And he so advised the members. ] accept Mr. Lefaivre’s version of what happened and offer him, the WVTA, and readers my apologies. This week at councils Elementary School playground project. More than 60 boats last year vied for top honors on the race course that saw skippers piloting their crafts from Dundarave Pier to Lighthouse Park and back to the official race finish line moored just off the Kitsilano Yacht Club. Race officials have decided that this year’s course will be the same as last year’s. “It’s a lot of fun,’’ said Speck. “It’s partly a race but it’s partly a sail-past for boaters no matter what their (yacht) club affiliation is." Speck will again be racing and hopes to finish higher than he did last year. “I’m slowly moving up in the finish and I hope to break into the 40s soon.” The sailing race this year is being -cosponsored by Pacific Quest.
