Issues: Believes in efficient use of district funds; a fair tax base for residents and industry; increased resident participation; long-term solutions for waste disposal. Comments: Experience in economics and local politics valuable to council. *PHILIP MARSH Personal: Marsh, 28, is an adver- tising director. Second run for district council. Issues: Believes range of local issues is as broad as those on na- tional level. Concerned with traffic and transit.
