When we have two levels of government acting in such a con- tradictory manner, it would be easy to assume that one is per- forming correctly and the other is not. Unfortunately, in this in- stance, the actions of both should give us cause for concern. When a politician gives away and environmental concerns. The next step is to encourage council to distribute question- naires at all public hearings so that everyone who attends can have his opinion recorded — not just the few who speak. This simple procedure would, for example, have allowed resi- dents to tell council how they feel about the proposed Northlands golf course. We residents will pay for it. We should at feast be asked if we want it. After questionnaires are in- troduced, we can work together for a Parks Master Plan. We are often shocked to be told after a beloved park has been destroyed, that it wasn’t park at all. Dedica- tion of all our parks will solve that problem. The City of North Vancouver did it. It is money which has been ap- propriated in taxes, which means that it is money which is no longer available to the person who earn- ed it, who must now reduce his spending by that amount, thus depriving someone else of employment. There is, however, a net beneficiary in this process and that is the bureaucrat who ad- ministers this transfer of wealth. Likewise, when politicians create regulations which invade private property, they can add unnecessary burdens to the point where the truly productive membezs of society can no longer function effectively. The number of homes in the ci- ty which cater to bed and breakfast patrons is so small as to be statistically insignificant. Con- cerns about fire safety should more properly be the responsibiti- ty of the homeowner operator and his or her insurance company, and the parking problems developing in the lower and central Lonsdale areas will require attention long before we need to worry about the occasional out-of-town visitor parking overnight. Yet again we have a situation where two levels of government, both interfering in the market process are each creating damage by their actions. Bill Tomlinson North Vancouver Lonsdale Quay parking is unfair Dear Editor: Recently, my wife and I joined two friends for dinner at the Cheshire Cheese Inn at Lonsdale Quay. We parked in the under- ground parking area and had our tickets validated for two hours of free parking. We enjoyed the meal, the set- ling and the staff so much that we stayed a half hour over the allot- ted two hours. I admit that the $2 won’t break me, but such a charge for a little extra time at the Quay plus the at- titude of the attendant (who, in- cidentally, had a telephone stuck to one ear) certainly served to dampen the enjoyment of an otherwise fine outing. 1 wonder how many other patrons of the Quay businesses have left with this ‘‘ripped off’ feeling? I believe that validated parking is intended to be an inducement to attract clientele. If this is to con- tinue, I think that a notice clearly stating the Quay’s parking policy should be posted were tickets are validated. Mr. R.W.
