‘‘The number of applications
you see is about 10% of what we
get,’ said Nicholls.

But it can be difficult to know
what council would consider the
“upper limits’? of a request,
Nicholls said.

Mayor Mark Sager suggested

the matter be addressed in the
form of a staff report rather than
putting it to the UBCM, and
Coun. Griffiths agreed.

West Vancouver will make three
motions at the UBCM.,

The first proposal is that utility
rates and charges be considered
real property taxes so that they
can be deferred or have the
homeowner grant applied to them.

Secondly, West Vancouver pro-
poses that individual owners of
units in cooperative housing be
allowed to defer their taxes
without the agreement of all
members of the cooperative.

A third proposai suggests that
municipalities be allowed to
charge penalties for the late pay-
ment of utility fees, as they cur-
rently can do for property taxes.
