he'd decided compromise
was the only way to go.

The scene for the battle
was the Top Dog cafe, co-
owned by Pallone and
goldsmith Russell Davies.

Tucked between Davies’
gold shop and a video outlet
in a three-storey building at
Panorama Drive and Gallant
Avenue in Deep Cove, the
newly-opened eatery has
become a favored spot for

Deep Cove youth.
The menu is simple — hot
dogs, muffins, croissants,

hot and cold drinks — and
the decor favors the 1940s
with framed movie posters

and an art deco Wurlitzer

juke box filled with 78s.

There is seating for about
20 patrons in canvas-slung
chairs grouped around pine-
topped tables.

And that’s the rub —
under the District of North
Vancouver's zoning bylaw

“It’s ludicrous,” Pallone
told the News Thursday mor-
ning, less than 24 hours after
a North Van District
building inspector notified
him that unless the parking

was provided he’d be shut
down.

“We don't do meals here,
we do hot. dogs,” he ‘said.
“People don't put their
families in the car and drive
down for a hot dog.”

Instead, the cafe caters to
pedestrian traffic in the area
and — increasingly—to Deep
Cove’s youth. With a

minimum charge of only

50¢, three video games in an
alcove at the back and a
bookshelf full of board
games, it has been popular.

Wednesday, two weeks
after Pallone’s establishment
had passed health, fire and
insurance inspections and
after he’d handed the
District $72 for a business
licence, he was visited by a
representative of the
building department.
